CREATING A DESIGN BRIEF / DEFINIR EL PROGRAMA DE NECESIDADES

As the final output of the participatory process, students produced a brief to guide the design of the future dwelling in the building to be refurbished. The objective of this task was to describe an architectural program and to produce design guidelines based on the information obtained from the dwellers. These design guidelines were the result of processing the information received from the dwellers that were summarized under a theme.

Some of the themes provided by students using the previous template were:
  • Natural light: “Natural light, large windows and beautiful views were often mentioned”
  • Community: “Almost all of the participants mentioned that they wanted share their life with the community, not only rooms but also activities”
  • Green housing: “Many dwellers would like to have green spaces in their houses. Some of them suggested to have a place to plant fruits and vegetables” 
  • Children development: “Families with children stressed that it would be important for them to have a special place for their children to play outside their apartments. This place would have different functions, for example: a place to draw and paint, to play with other kids and to do outdoor activities.”
  • Productive space: “Many dwellers mentioned that they would like to have in their apartment a place of their own, to work or study, do their hobbies, to relax and listen to some music, to read”.
  • Open kitchen: “Many people wanted to have a room to share with friends and family to do some basic activities like cooking, eating or just sitting together”

Como resultado final del proceso participativo, los estudiantes produjeron un documento que pueda servir de guía en el diseño de la futura vivienda. 


El objetivo de esta tarea es describir un programa arquitectónico y unas directrices de diseño basadas en la información obtenida de los habitantes. Algunos de los temas proporcionados en esta guía de diseño han sido: 
  • Luz Natural: "Natural luz, grandes ventanas y vistas eran a menudo mencionadas" 
  • Comunidad: "casi todos los participantes mencionaron que querían compartir su vida con la comunidad, no sólo las habitaciones pero también actividades" 
  • Vivienda verde: "muchos habitantes de gustaría tener espacios verdes en sus casas. Algunos de ellos sugirió tener un lugar para sembrar frutas y verduras"
  • Desarrollo de los niños: "las familias con niños, insistió en que sería importante para ellos tener un lugar especial para sus hijos a jugar fuera de sus viviendas. Este lugar tendría funciones diferentes, por ejemplo: un lugar para dibujar y pintar, jugar con otros niños y hacer actividades al aire libre. 
  • Espacio productivo: "muchos habitantes mencionaron que les gustaría tener en su apartamento un lugar propio, para trabajar o estudiar, hacer sus hobbies, para relajarse y escuchar música, leer". 
  • Cocina abierta: "mucha gente quería tener una habitación para compartir con amigos y familiares para hacer algunas actividades básicas como cocinar, comer o simplemente sentados juntos"

SECOND JOINT WORKING SESSION / SEGUNDA SESSION DE PARTICIPACIÓN

The second participatory session took place on January 14, 2014. The aim of this session was to implement the communication tools that have been redesigned following the experience of the first session.

La segunda sesión de participación ha sido el pasado 14 de enero. El objetivo de esta sesión ha sido poner en práctica las nuevas actividades diseñadas después de la experiencia de la primera sesión.

REDESIGNING PARTICIPATORY METHODS AND TOOLS / REDISEÑANDO LOS MÉTODOS Y HERRAMIENTAS DE PARTICIPACIÓN

After evaluating the outputs obtained in the first participatory session, students were asked to improve the design of the participatory process. One new activitiy will be proposed in a new participatory session, both related with the ideal organization of the new dwelling:

Después de evaluar los resultados obtenidos en la primera sesión participativa, los estudiantes han mejorado el diseño del proceso participativo. Se propondrá una actividad nueva en una nueva sesión participativa, relacionada con la organización ideal de la nueva vivienda: 

Activity 3. ‘PLAN your future home’
This activity was carried out in two steps, each one with a different representation. Firstly, participants will have to name the eight most important activities they perform at home. The activities will be placed in concentric circles, with the most important ones located at the centre. 

Actividad 3. 'ORGANIZA tu futuro hogar'.
Esta actividad se llevará a cabo en dos etapas. En primer lugar, los participantes tendrán que nombrar las ocho actividades más importantes que realizan en su vivienda. Las actividades se situará en círculos concéntricos, con los más importantes ubicados en el centro.


Secondly, participants will select some of the activities from those named in the previous process. Each activity will be written in a paper stick. The selected activity will be broken down in smaller activities taken place at different times and places.

En segundo lugar, los participantes seleccionarán algunas de las actividades de las nombradas en el proceso anterior. La actividad seleccionada será analizada descomponiéndola en actividades menores, tomadas en diferentes tiempos y lugares.

INTRODUCTION / INTRODUZIONE

Rimini participatory action: Defining strategies to address the problems of people to access social housing in a medium-size city.


Heriscape association from Bologna and the Architects Board of Rimini are developing a participatory action within the OIKONET project concerning social housing in Rimini, a medium size city in Italy.

Heriscape and the Architects Board think that adopting a participatory approach to find possible solutions to the social housing problems guarantees the certainty of collecting the information from who belongs and operates in the territory, but also the chance to help public and private bodies to collaborate on social housing.
The population is facing more problems to access housing: nowadays renting our buying a house in the real estate market is more difficult for a larger number of people, because of the economical crisis is effecting the citizens, but also because the public doesn’t have enough resources to respond to the large demand of public affordable housing.

The main goal of the participatory action is the creation of a permanent round table on social housing for the city of Rimini, involving different institutions, associations, private or public bodies, that could work to find possible answers or different solutions of these problems.
The participants invited are:
-        Municipality of Rimini (social housing department, youth policies department, urban planning department);
-        Carim Bank Foundation (partner of Emilia-Romagna Social Housing Fund);
-        Ordine Architetti Rimini (Architect Registration Board of Rimini);
-        Uni.Rimini (Consortium sustaining the University of Bologna at Rimini);
-        Acer Rimini (Affordable Housing Regional Agency);
-        Caritas (Charity Catholic organization);
-        Papa Giovanni Foundation (Catholic Associations working on poverty alleviation);
-        Slash Association (Student Association);
-        San Giuseppe Foundation (Non-profit organisation working with orphans and single mothers);
-        Fratelli è possibile Cooperative (Organisation working on Social mediation).

Heriscape and the Architects Board play the role of coordinators and mediators in this participatory process. As such, their goal is trying to built up a process useful for the stakeholder participating to the action: they wish to create a productive field and to define together with the participants actions as possible solutions to social housing problems. The participants should then develop this action in the long period.

The proposed activities included in this action start with an initial investigation phase of the situation of social housing in Rimini. This will be done by collecting and reading publications, reports, articles and books on the subject, and by interviewing the participants.
In the second phase, two round tables are going to be organised with the coordination and mediation of Heriscape and the Architects Board. All the information and data collected in the first phase will be presented and discussed. The conclusion of the two meetings should help to come up with proposals of collaboration between the participants to implement specific solutions to the current shortage of social housing for the most disadvantaged sectors of the population in Rimini.to implement project of social housing to be realised in Rimini.
As a result of the interactions taking place in the two round tables, it is expected that the participants will learn to understand the importance of cooperation. The coordinator will foster collaboration among the participants and help them to set up some proposals to answer to housing problems in Rimini.  
At the end of the participatory action, Heriscape and the Architect board of Rimini will produce a report and a video to disseminate the process and outcomes of the action between OIKONET members, and also at the local level.  


Tavolo partecipato sul Social Housing a Rimini: Definizione di strategie per rispondere ai bisogni di accesso alla casa in una città di medie dimensioni.

L’associazione di Bologna Heriscape e l’Ordine degli architetti di Rimini hanno  proposto ai partner del progetto OIKONET di realizzare un’azione di partecipazione che affronti e ragioni sulla situazione dell’housing in una città media italiana, come Rimini.
Heriscape e l’Ordine ritengono che avere un approccio partecipato al tema dell’housing sociale garantisca non solo la sicurezza di raccogliere le informazioni da chi opera sul territorio, ma anche la possibilità di cominciare a porre le basi per una più efficiente ed efficace cooperazione tra pubblico e privato.
Attualmente l’accesso alla casa è diventato un problema per più fasce della popolazione. La crisi economica ha generato questo fenomeno che affligge i cittadini e parallelamente il pubblico non è in grado di dare risposta a tutti i nuovi bisogni in termini di abitazioni a prezzi più accessibili.
L’azione partecipativa proposta ha come obiettivo principale la creazione di un tavolo di lavoro permanente sull’housing, che coinvolga i soggetti che si occupano di housing a Rimini, come portavoce delle esigenze e dei bisogni della cittadinanza, ma anche in grado di generare un dialogo condiviso tra i vari soggetti, così da poter rafforzarne l’operato sul territorio, poiché inseriti in una rete.
I soggetti coinvolti sono:
-        Comune di Rimini (Assessorato alle politiche sociali, Assessorato alle politiche giovani, Assessorato alla pianificazione urbana);
-        La Fondazione CARIM (partner del fondo FERSH);
-        Ordine degli Architetti di Rimini;
-        Uni.Rimini; 
-        Acer Rimini;
-        Caritas;
-        Comunità Papa Giovanni, che si occupa del disagio sociale;
-        L’associazione studentesca Slash;
-        La fondazione San Giuseppe Foundation (onlus che lavora con orfani e madri single)
La cooperativa Fratelli è possibile (cooperativa che si occupa di mediazione sociale).


Con l’azione partecipata organizzata nell’ambito del progetto OIKONET, Heriscape e l’Ordine degli Architetti si pongono come mediatori e assieme ai soggetti coinvolti cercano di costruire un percorso che possa diventare un riferimento per gli stakeholder che partecipano alle attività. L’obiettivo è quello di creare un tavolo di confronto fertile per definire alcune proposte come possibili soluzioni ai problemi dell’housing a Rimini e che possano essere portate avanti dai partecipanti al tavolo in collaborazione.

Le attività proposte dai due partner prevedono una fase iniziale conoscitiva della realtà riminese, che dovrà avvenire tramite la ricerca di materiale bibliografico, report e pubblicazioni e tramite una serie di interviste realizzate con i soggetti partecipanti.

In una seconda fase, saranno organizzati due tavoli di lavoro coordinati dall’Ordine e da Heriscape, in cui dovranno essere presentate le informazioni critiche raccolte, una prima analisi dei bisogni e dei progetti in corso e alla conclusione dei quali ci si pone l’obiettivo di formulare proposte o strategie di collaborazione tra i soggetti, prima fra tutte quelle dell’istituzione del tavolo di lavoro permanente sull’housing sociale a Rimini.

Dall’azione partecipata organizzata nell’ambito di OIKONET si auspica che i soggetti riminesi possano trarre alcune opportunità, e che la collaborazione fornisca fondamentali spunti formativi. Dovrà essere un’occasione per sperimentare e implementare l’esigenza di mettersi in rete su progetti specifici e rilevanti.
Al termine delle attività Heriscape e l’Ordine degli architetti produrranno un report e un video utili per divulgare il lavoro svolto non solo tra i membri del progetto OIKONET, ma anche a livello locale.

EVALUATION OF ANSWERS FROM THE FIRST PARTICIPATORY SESSION / EVALUACIÓN DE LAS RESPUESTAS DE LA PRIMERA SESIÓN DE PARTICIPACIÓN

The students have classified the answers received from dwellers on the First Participatory session under different topics: sociability, privacy, community, respect, comfort, identity, relation with nature, and integration within the neighbourhood.

Los estudiantes han clasificados las respuestas recibidas de los habitantes en la primera sesión participativa bajo diferentes temas: sociabilidad, privacidad, comunidad, respeto, comodidad, identidad, relación con la naturaleza y la integración dentro de la vecindad.

FIRST JOINT WORKING SESSION / PRIMERA SESIÓN DE TRABAJO CONJUNTO

Communication tools and associated methods, which were devised in the previous learning activities, were implemented in a participatory session that took place at the premises of SostreCívic. Forty members of the association and ten students participated in this session.The aim of this first session was to obtain from dwellers some visions about the places they would like to live in. This activity enabled students to apply the tools devised in the seminar. As for dwellers, this action represented the starting point of the design process of their future home. 

Las herramientas de comunicación diseñadas anteriormente han sido utilizadas en la primera sesión participativa llevada a cabo en la sede de SostreCívic. Cuarenta miembros de la asociación y diez estudiantes participaron en esta sesión. El objetivo de esta primera sesión fue obtener de los habitantes de algunas visiones sobre los lugares en los que les gustaría vivir. Esta actividad permitió a los estudiantes aplicar las herramientas diseñadas en el seminario. Para los habitantes, esta acción representó el punto de partida del proceso de diseño de su futura vivienda.

DESIGNING COMMUNICATION TOOLS / DISEÑANDO LAS HERRAMIENTAS DE COMUNICACIÓN

The two first activities are ready to be implemented in the participatory sessions that will be carried out with the future dwellers. The proposed activities are:

Las dos primeras actividades están listas para ser aplicados en las sesiones participativas que se llevarán a cabo con los futuros habitantes. Las actividades propuestas son:

Activity 1.  ‘DESCRIBE the space you live in’
The participants will be asked to describe in their own words what they liked most and least about their living places. The texts will be written in post-its and shared with the rest of participants.

Actividad 1.  'DESCRIBIR el espacio en que vives'
Se pedirá a los participantes que describan en sus propias palabras lo que les gusta más y menos de los espacios en los que desarrollan su vida cotidiana. Los textos serán escritos en post-its y compartidos con el resto de los participantes.


Activity 2. ‘IMAGINE your ideal living space’
Participants will be asked to reflect on the visions and expectations of their future habitat by choosing some of the images that students pre-selected for them and make a collage which represents their ideal living place.

Actividad 2. 'IMAGINAR su espacio ideal'
Se pedirá a los participantes que reflexionen sobre sus expectativas en relación a su futura vivienda. Seleccionando imágenes y haciendo un collage con ellas, los participantes deberán representar su vivienda ideal.
